1. Policy Objective

1.1 To extend the deadline of compliance provided for in subsection 262 (3), Part 2 of the Marine Personnel Regulations ( MPR ).

2. Policy Statement

2.1 In order to provide sufficient time to develop the sailing vessel training standards under the MPR , for approved institutions to prepare training programs and for affected masters and chief mates to comply with the new standards to acquire the sailing vessel endorsement required by section 262 of the MPR , the compliance deadline outlined in subsection 262 (3) is extended to November 7, 2014.

3. Scope

3.1 This policy applies to the master and chief mate of any Canadian sail training vessel or any other Canadian sailing vessel, of at least 60 gross tonnage or of at least 24 meters in length that is a passenger carrying vessel that are required to hold a sailing vessel endorsement.

4. Authority

4.1 This policy comes under the overall administrative authority of the Director General, Marine Safety and the Marine Safety Executive.

5. Responsibility

5.1 The Director, Personnel Standards and Pilotage is responsible for this policy. Regional Directors are responsible for the application of the policy.

7. Background

7.1 Starting November 7, 2011, the compliance deadline requires the master and chief mate of any sailing training vessel or any other sailing vessel of at least 60 gross tonnage or of at least 24 meters in length that is a passenger carrying vessel to hold a sailing vessel endorsement.

7.2 Transport Canada Marine Safety (TCMS) is to develop standards for sailing vessel training courses according to item 2 of the table of subsection 175 (1) of the MPR , taking into consideration the size and type of rig of the vessel and the type of voyage that the vessel is engaged on for an applicant to obtain a sailing vessel endorsement.

7.3 Sufficient time will be required for the recognized institution to elaborate programs and for candidates to obtain the required training certificates and meet the new requirements.

8. Date of Application

8.1 This policy will enter into effect on October 1, 2011.

9. Date of Expiry

9.1 This policy will expire on November 7, 2016.
