TCRNs and B620:20 – How Transport Canada will process applications during the transition phase from B620-14 to B620:20

Existing TCRNs have been issued to CSA standards B620-14, B620-09, B620-03 and B620-98. Since each subsequent edition of B620 incorporates changes over the intervening years, some of these existing TCRNs will not be compliant with B620:20.

The following processes are immediately applicable to ensure that industry has a means of manufacturing and assembling compliant tanks during the transition from B620-14 to B620:20.

Scenario 1 – Renewing/updating existing B620 TCRNs to B620:20

The TCRN design holder (B620 registered facility) must review and update their design, then submit a design package to a Design Review Agency (DRA) demonstrating compliance with B620:20. This submission may be a complete design package, a design package detailing only the changes to an existing design, or a package that demonstrates that no changes are required for B620:20 compliance, at the discretion of the DRA. If the DRA is satisfied, they will issue a report to Transport Canada (TC) recommending a TCRN. If the TCRN requires no changes for compliance, TC will renew the TCRN in accordance with B620:20. If changes are required to bring the design into compliance with B620:20, TC will issue a new TCRN. This new TCRN issued to B620:20 will only become valid once B620:20 has been published.

Scenario 2 – New design submitted prior to adoption of B620:20

If the DRA issues a report indicating that a new design is compliant with B620-14 and B620:20, TC will issue a TCRN that is valid for B620-14 and B620:20. This TCRN will become valid upon issuance (while B620-14 is still in effect) and will automatically remain valid up to the expiry date identified on the TCRN or until B620:20 is superseded with the next edition of B620.

If the DRA issues a report indicating that a new design is compliant to B620-14, TC will issue a TCRN to B620-14. It will remain valid until the mandatory compliance date of B620:20 is required by the TDG Regulations, 6 months after publication of B620:20.
